Dear MP,where were you on 27/8?

On 27/8, when the Lok Sabha discussed and debated the three Lokpal- related  issues that were referred to it by the government, unable as it was to resist any longer the immense public pressure galvanised by Anna Hazare, many political and social commentators described it a historic day in the nation's history. Not all MPs agreed with that assessment, it seems ----why else would they have absented themselves from the Lok Sabha on that historic day ?

Here is the Lok Sabha's Attendance Record for 27/8 -----NS signifies "Not Signed" and "S" signifies signed . Please note that Ministers are not required to sign the Attendance Record so some of them were present that day but NS appears against their name. Its not possible to say, however, that all the Minsters against whose name NS appears were indeed present. There are even some Ministers like Pranit Patil who have signed the Attendance Record. We should ask the Parliament the rationale for exempting Ministers from the requirement of signing the Attendance Record, shouldn't we?

Its a long list, but do scroll down ---- on 27/8, as many as 160 MPs had not signed the Attendance Record. Even if one excludes the Ministers, giving them the benefit of doubt, the number of absentees is mind boggling. Shashi Tharoor, Mulayam Singh Yadav, Akhilesh Yadav, Sanjay Singh,Mausam Noor, Supriya Sule, Shibu Soren, Babulal Marandi ----the list of absentees cuts across party lines!

  1. Instead of setting an example our M.P's behave as if they are the lords of their constituency. There are no rules/code of conduct to be followed. They have lot of authority but no accountability.

  2. Great job done! This needs to be followed by whoever has the expertise .. so that people know what their representatives are up to. Force them to act in the interest of the people & Nation, rather than bickering / politicking in & out....

Time we made our MPs / MLAs / MLCs accountable & the Gov servants do their work on time cleanly.

  3. Well done ma'm , can we know the source by which you got this report ?

  4. Sumeet, here's the link ----- you will get to see some amazing statistics, such as the very poor attendance record of Rahul Gandhi ---http://164.100.47.132/members_attendance/mainscreen.aspx ---it will be great if you share the Lok Sabha link with as many people as you can, so that more and more of us can see for ourselves how the MPs who do not hesitate to hike their salaries do not care to even attend Parliament!

  5. Eagleeye47, each one of us has the expertise to ask our MPs where they were on 27/8 ----their e mails are available on the Lok Sabha website and if a mail is followed up by a call to their office, they will at least read the mail and know that we are watching their conduct, even if they do not reply! Do try it once ----you could be pleasantly surprised ----maybe one of the younger MPs like Supriya Sule?

  6. Such vigilance activities will be of great help if they could make representatives more responsible and more answerable. It is universal truth that our MPs are not doing well, are corrupt, are not honouring democracy themselves etc. We dont need many proof for that. However the info. coming out like this should be used in such way that representative feel public pressure. Can we think of any medium so that representative become aware that his performance is being wathched by his voters as well as whole india.

  7. Harsh Rampal ----well said! they whizz past citizens in fancy cars, flashing beacon lights that the law does not authorise them to use ----then ask in Parliament"Kejriwal? yeh Kejriwal kaun hota hai humein sikhaane wala ? "

  8. Anil Mehetre ---- very true!
All of us can at least write to an MP seeking his explanation for his absence. Those of us in the mass media or who have connections in the mass media can get such information published or broadcast. Getting the attention of international media really helps;our MPs are more concerned about their image in USA than in India.
I had e mailed RS MP Rajeev Chandrasekhar ---here is the reply I received the same dayfrom his office:
"Thank you for your email to Mr. Rajeev Chandrasekhar, MP. Since he is currently travelling, he has asked me to respond to your email on his behalf.

As a matter of fact, Mr. Chandrasekhar was extremely keen to participate in the discussion / debate on this issue in Parliament and his name was included in the list of members for participation in this debate. However, owing to a sudden and urgent family emergency, he was called away from Delhi on 27 August, and therefore, was unable to do so.

As you may be aware, Mr. Chandrasekhar was one of the first MPs to support the demand for a Lokpal Bill and has strongly advocated for the same in and outside Parliament. In fact, Mr. Chandrasekhar submitted the Jan Lokpal Bill as a Private Members’ Bill in Parliament on 08 August, 2011. Additional details on his initiatives in this regard are available on http://www.rajeev.in/."

I have also e mailed RS MP Javed Akhtar and LS MP Babulal Marandi, and await their replies.

  11. Important work,Priya! Thanks for blogging!

  12. Thanks for the information Priya...I think we should distribute their attendences before elections and send to their respective constitencies...

  13. You sure have done your homework, Priya. I've put up the MP attendance link on my fb. (Haven't forgotten to acknowledge your blog address!) Hope this goes viral with everyone putting it up on their fb. Your comments after the post are useful too.

  14. Such a shame on these people!!!

  15. Great job... and thanks for the link... I found that in the past one month (1st August to 29th August), there were 10 days where 100 or more members did not sign... The least NS percentage is 16% (2/8/2011) and the most 33% (27/8/2011)...

  16. Gr8 Job! In my life time I had never seen this sheet! Where is the democratic people! Danger to democracy this MP's! You must cut there salary! They should also be accountability of this MP's! Well Done! Thanks!

  17. and Mr.Pranab Mukherji defends the government that they got sense of the house on Lokpal and hence not proceeded with voting! I am sure some of the 'S' would be proxies as well :)

  18. Great Job Priya ji. The law makers think they are above law. Over a period of time, these politicians degraded and demoralised every democratic institution in the country. It is time for every citizen to show their elected reps what democracy is.

  19. Thanx for sharing the info , it was shocking( though small one compared to what this Govt has shown us) to know that Ministers don't need to sign attendance sheet. I am sharing this information on FB with due credit to you.Another things is that, a lot of us have tried doing what you are doing , fight against corruption . Though I don't spend much time in writing , I have shared few experiences in raw on manishbaphna.blogspot.com. I feel ,we need to come up with an idea to create a consolidated place where all similar blogs can be accessed so that we can share /learn with/from each other.

  20. Gud effort Priya! definitely we should ask them for the things they are accountable. few of us know about these steps, aware about our rights, make the demands and have courage to face the odds. anyway i hope your blog would help more peoples to connect with and know what more can be done in this regard:)

  21. What's the bloody need for an attendance register if even those who attend do not sign in? What's the bloody need for a Parliament and sessions therein if all they do is shout out loud using bad language and even expletives too. You can't catch them at it as the Hon. Speaker then says this won't go on record.

We should just be able to disband the whole lot and send them back to their constituencies, where they should attend office from 9 to 5 and be available on call till late into the evening hours and on emergencies even be reachable at any time of the night. As people's representatives and self proclaimed social workers they owe this to the common man/Aam Admi(Mango Man)who vote them in and put them there.

And thenceforth all Parliament Sessions should only be through video conferencing where the Hon. Speaker/Moderator through the system will allow only those allowed to speak, to speak and there will be zero heckling and name calling with business going on with nary any requirement for extra stoppage time. This way the voter has his representative where he is nearby and can take care of the people, and the parliamentary jobs get done.

As of the moment it's like putting all the bad apples in one basket, where they can wheel and deal away to corrupt glory.

Once these changes are made, the housing problem and traffic problems of Delhi will get cleared. You can lift the subsidy provided in the Parliament canteens and generally in all of Delhi as there will be no more poor people living there any longer. And Bharat will truly be Mahaan !!!

  22. At the time of Election our MP seems full of spirit that they really worried about the country and they really want to do something for it. But as the election gone and result declared the MPs leave out everything they forget all their commitments with the local people. They do not attend the house because it feel unnecessary task for them. It is very sad.

I have done Public Hearing at the time of Parliament Election in the year 2009. I trying to make 'public menefesto'with the help of local peoples demand. I have done this work with the help of 'Wada Na Todo Abhiyaan'. I have given the copy of Manifesto to the every Candidate for the different parts of the country. But I have not given any positive response by any MP.

After every five years these MP again come to the people and ask for their demand. A MP should be the voice of people but we cant hear this voice in the parliament house because our MP do not attend the house.

  23. Very Impressive ma'm , a very useful piece of knowledge. During Anna's fast i wrote letter to my MP Shri Madhusudan Yadav but he didn't turned up in that Debate. Thanks a lot for the link provided by now we can keep track conduct of our MPs.

  24. Good job done. Few simple solutions:
    1. Arvind Kejriwal pay the dues first. Because then govt would have nothing to malign him.
    2. Focus on next move for recall of MP's needs to be started.
    3. JANLOKPAL BILL is actually not accepted by govt. Only few points are included in the govt's bill from janlokpal bill. So, it needs to be highlighted.
    4. Political party's must be kept away from the movement.
    5. I have noticed political parties (not in power) entering in the movement to save them.

  25. Great Job Ms.Priya.
A law should be passed to recall the MPs neglecting their responsibilities.

  26. Madam you have really done a good job, It shows more than 50% of MPS were NS at the hour of discussion. The Big & mighty ministers & king makers were not present, this shows that MPS love to eat at canteen on subsidized food and love to have nap and enjoY their stay in delhi. Tall promises from the benches... where poor remain poor.....

  27. While finding the movements and expressions of our fellow citizens about the steps of govt towards the current situation. I went through your couple of blogs. It is really very impressive & informative. We really want to devote our time to save our country and in this long run we need such a nice mentor from whom we can take advise from time to time .

    Thanks & Regards
    Uday
